Officer Mark Dial to be fired after Eddie Irizarry fatal police shooting

Mark Dial failed to cooperate with Philadelphia PD’s investigation into the fatal police shooting of Eddie Irizarry, Police Commissioner Danielle Outlaw said Wednesday.
